Bali - Indonesian President Susilo Bambang Yodhoyono urged more "synergic action" to best implement the concept of "common but differentiated responsibilities" in addressing climate change.
"Now is the time that we specify more clearly how to best implement this concept of `common but differentiated responsibilities,` beyond generalities, beyond promises, into concrete numbers, concrete programs, concrete schemes, concrete road map," said Susilo at the opening ceremony for the high-level segment of the United Nations Climate Change Conference.
"I would add another phrase: Without synergic action, our new architecture will be defected."
The high-level segment drew together 144 ministers and high-level government representatives along with six heads of state to join negotiations on a new global deal on climate change.
Susilo urged developed countries to do more in cutting their greenhouse gas emissions. The president also urged developed countries to intensify clean energy technology sharing with developing countries, and enhance financial flows for mitigation and adaptation in developing countries.
Meanwhile, developed countries should engage in much more active partnership with developing countries through creative means of compensation and incentives, said the Indonesian president whose country is hosting the U.N. conference.
The conference, the 13th Conference of the 192 Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the third meeting of the 176 Parties to the Kyoto Protocol, is being attended by more than 11,000 people, making it the largest U.N. climate change meeting ever held.
